The city of confusion is broken down. No special city seems to be intended. "Est urbis nomen collective capiendum" (Rosenmüller). Chaos (tohu) reigns in the cities, where there is no civic life, no government, no order, nothing but confusion.

Every house is shut up; bolted and barred against intruders. There is no confidence, no friendly intercourse, no visiting.
